Behavior Change Interventions for GBV Prevention and Government Staff Awareness
(Six Events per UC 3– UC Bijora & UC Garrho, District Thatta)

1. Background:

Disasters—whether natural or human-induced—disproportionately impact vulnerable populations, especially women and marginalized groups. Strengthening local capacities to prevent and respond to such shocks is critical to building resilient communities.
This initiative is part of the Restoring Social Services and Climate Resilience project, funded by the Pakistan Poverty Alleviation Fund (PPAF) and implemented by Sindh Community Foundation (SCF). It focuses on enhancing access to basic social services, promoting gender-responsive planning, and fostering climate resilience across 21 villages in UC Bijora and UC Garrho, District Thatta, impacting over 50,000 community members.

2. Objective:

To sensitize and engage government frontline staff (health, education, police, and administration) on gender-based violence (GBV) prevention, survivor support, and referral mechanisms through structured behavior change interventions.

3. Scope of Work:

The selected organization or trainer will be responsible for the following:

3.1. Curriculum Design and Preparation

  • Develop a culturally relevant and locally contextualized training module on GBV behavior change.
  • Prepare facilitation guides, handouts, presentations, and IEC materials in Sindhi and/or Urdu.

3.2. Training Delivery

  • Conduct three (3) one-day events per UC, totaling six (6) events across UC Bijora and UC Garrho.
  • Target government stakeholders from education, health, police, social welfare, and UC-level administration.
  • Ensure participatory methods: role plays, case studies, and group activities.

3.3. Coordination and Stakeholder Engagement

  • Collaborate with SCF and relevant departments for participant mobilization and venue arrangements.
  • Facilitate coordination meetings with UC-level officials to ensure institutional ownership.

3.4. Monitoring, Evaluation, and Reporting

  • Conduct pre- and post-training assessments to evaluate knowledge and attitude shifts.
  • Submit event-specific reports, including attendance sheets, photos, and key highlights.
  • Develop a final consolidated report summarizing training impact and recommendations.

3.5. Post-Training Technical Input

  • Recommend improvements to local GBV referral pathways and service coordination.
  • Provide short-term advisory support for integration of GBV protocols into UC-level disaster/emergency plans (optional).

4. Deliverables:

  • Complete training curriculum and materials in Sindhi/Urdu.
  • Six (6) one-day training sessions conducted (3 per UC).
  • Event documentation: attendance sheets, photographs, session reports.
  • Final report with assessment analysis and practical recommendations.

5. Proposal Requirements:

Applicants must submit:

  • Organizational profile with relevant experience in GBV, DRR, and capacity-building.
  • Detailed work plan and timeline.
  • Budget breakdown including facilitator fees, materials, travel, accommodation, and logistics.
  • CVs of proposed trainers/facilitators with demonstrated language proficiency in Sindhi.
