1. Purpose of the Position

The Project Manager-WASH will lead the overall planning, implementation, supervision, and reporting of WASH interventions in District Shangla. The position involves managing project teams, ensuring timely delivery of results, maintaining quality standards, and coordinating closely with communities, government authorities, and cluster partners. The role requires strong expertise in gravity-fed water supply schemes, construction of community toilets, and rehabilitation of school WASH facilities, ensuring that interventions are inclusive, sustainable, and climate-resilient.

2. Key Responsibilities

A. Project Planning & Implementation

  • Lead the overall planning and execution of WASH project activities in line with donor requirements, organizational policies, and Sphere Standards.
  • Ensure smooth implementation of gravity-fed water supply systems, community sanitation facilities, and school WASH rehabilitation works.
  • Prepare work plans, budgets, procurement plans, and timelines, ensuring effective resource utilization and adherence to project schedules.
  • Conduct regular site visits/field visits to monitor project progress and address implementation challenges.

B. Technical Oversight & Quality Assurance

  • Provide technical leadership to project teams, including engineers and field staff, ensuring adherence to engineering standards and safety protocols.
  • Review and approve designs, BoQs, drawings, and cost estimates prepared by the WASH Engineer.
  • Ensure WASH facilities are gender-sensitive, disability-inclusive, and climate-adaptive.
  • Promote innovative, cost-effective, and sustainable WASH solutions tailored to local needs.

C. Team Management & Capacity Building

  • Supervise and mentor project staff, including WASH engineers, site supervisors, and field officers.
  • Facilitate capacity-building sessions for staff, community WASH committees, and school management bodies.
  • Promote a collaborative and supportive working environment, encouraging knowledge sharing and continuous improvement.

D. Coordination & Stakeholder Engagement

  • Represent the organization in WASH Cluster meetings, government coordination forums, and donor briefings at the district level.
  • Establish strong partnerships with local authorities, education departments, contractors, and school committees to ensure smooth project implementation.
  • Facilitate meaningful participation of women, men, youth, and persons with disabilities in project design, monitoring, and evaluation.

E. Monitoring, Reporting & Compliance

  • Oversee data collection and monitoring systems, ensuring accurate reporting of project achievements.
  • Prepare high-quality narrative and technical reports for donors, clusters, and internal management.
  • Ensure compliance with donor requirements, organizational policies, and relevant government regulations.
  • Identify project risks and propose timely mitigation measures.

F. Climate Change & Resilience Integration

  • Incorporate climate-smart WASH practices into project design and implementation.
  • Advocate for sustainable water resource management and environmental protection practices in collaboration with the Manager WASH & Climate Change.

3. Required Qualifications & Experience

Education

  • Master’s or Bachelor’s degree in Civil Engineering, Environmental Sciences, Environmental Engineering, Project Management or Social Sciences if having experience of WASH Projects.
  • Additional certifications in WASH, Climate Change Adaptation, or Humanitarian Project Management are an advantage.

Experience

  • Minimum 5–7 years of progressive experience managing WASH-related projects, preferably within NGOs, INGOs, or donor-funded programs.
  • Proven experience in gravity-fed water supply schemes, community sanitation infrastructure, and school WASH rehabilitation.
  • Demonstrated ability to manage multi-disciplinary teams, budgets, and donor reporting requirements.
  • Familiarity with UNOCHA WASH Cluster guidelines, Sphere Standards, and Pakistan Building Codes.
  • Experience working with government departments, local authorities, and community structures in Khyber Pakhtunkhwa is highly desirable.

Skills & Competencies

  • Strong leadership, team-building, and people-management skills.
  • Proficient in project planning, budgeting, monitoring, and reporting.
  • Solid technical understanding of WASH engineering designs and construction processes.
  • Excellent written and verbal communication skills in English, Urdu, and Pashto (preferred).
  • Ability to manage multiple priorities under pressure and meet tight deadlines.

4. Key Working Relationships

  • Internal: Manager WASH & Climate Change, WASH Engineers, MEAL Team, Procurement & Logistics Team, Finance Department.
  • External: WASH Cluster, Local Government, Education Department, Contractors, School Committees, and Community Leaders.
  • 4Ws reporting to cluster/partners

5. Safeguarding & Accountability

  • Ensure strict adherence to safeguarding, child protection, gender equality, and disability inclusion policies.
  • Guarantee that project activities uphold accountability, transparency, and community participation at all stages of implementation.
