2. General Position Summary
The Project Manager is responsible for developing and implementing the Cash base Transfer program’s strategy and approach according to shared objectives of SIF and WFP and time frame in all of its components and in coordination with logistic, HR, Finance, Security and administration departments. The Project Manager is also responsible for training and capacity building of staff.
In addition, s/he may be called upon to carry out surveys, participatory needs assessments or any other activity that may be deemed necessary.
3. Essential Job Function
- Develop strategies/methods and implement the activities related to the CBT project in accordance with the donor specifications, timeframe and budget allocated.
- Strategic direction and overall supervision and successful implementation of the project(s).
- Development of work plans and budget management according to project outputs and results.
- Evaluate activity progress and determine necessary actions to course correct.
- Provide program reports that are timely and meet donor requirements.
- Develop and maintain strategic relationships with local authorities.
- Facilitate donor visits to project sites as appropriate.
- Work constructively with support teams to ensure sound administrative practices with regard to record keeping, compliance with donor regulations, communications, etc.
- Frequent travel to other districts to attend project sites and provide support to the team as needed.
- Review the short and long-range plans for the delivery of project services, and provide guidance to the SIF project staff to improve planning, management, and delivery.
- Implement monitoring systems and record-keeping methods that support routine country-level, and donor reporting as appropriate.
- Analysis of program databases to report on key indicators. Advise on improved methodologies when applicable.
- Propose and implement capacity-building activities aimed at enhancing the skills of local staff in the delivery of livelihood activities.
- Represent SIF at other related working groups and other stakeholder or coordination meetings, as needed, and maintain a positive, continuous and visible presence for SIF.
- Ensure the planning of safe delivery and distribution to beneficiaries, including advising on and adhering to standard operating procedures (SOP), safety and security measures, and training staff on SOP and safety and security measures.
- Conduct regular monitoring Field visits of SIF-targeted Project areas.
- Provide orientations on projects as per proposals to staff members internally and externally as and when needed.
- Ensure the effectiveness of project activities on a weekly/ monthly basis and submit weekly/ monthly, Progress reports as per set indicators and targets of the project to Program Manager-KP in Peshawar.
- Collaborate with the Finance/Admin and Logistics to ensure that project supplies and resources are available in a timely manner to support project implementation.
- Provide support and guidance to other SIF staff to assist in their capacity-building activities.
- Regularly report to the Program Manager-KP on all activities, weekly, bi-monthly & monthly with progress, achievements, and bottlenecks to document challenges and lessons learned.
- Coordinate with UNCHR on all projects related activities and devise joint strategies for project implementation.
- Assess the livelihoods needs of populations affected by the conflict.
- Stay up to date with all regional and country-specific response plans by donors active in the livelihoods sector, and other key actors.
- Assess and provide technical input, writing, and budgetary input for new program design. Writing proposals is an essential requirement of this position.
- Share methods, approaches, and tools with SIF colleagues across the region, and contribute toward SIF’s regional response strategy by ensuring programmatic coherence, innovation, and responsiveness.
Human Resources: In collaboration and according to the objectives fixed with and by the HR Coordinator and the Field Co KP
- Manage directly the team under his responsibility
- Recruit the staff under his responsibility and evaluate them
- Anticipate and plan human resources requirements
- Organize and solve team conflicts and ensure good working conditions
Reporting
- Prepare daily/weekly/monthly reports according to the schedule defined by the Program Manager and Field Coordinator

Education: |
Master or 16 years of education.

6 to 8 years of experience as manager.

Fluency in the English Urdu and local language.

Knowledge: Ideally experience in the field of CTP programming especially in Flood affected communities.
