Community-Based Disaster Risk Management (CBDRM) Training for Communities, Community Institutions (CIs), and Local Authorities (LAs)

1. Background:

Disasters, both natural and human-induced, significantly affect vulnerable communities. Strengthening local capacities to prepare for, mitigate, respond to, and recover from disasters is crucial for building resilience. This initiative is part of the 'Restoring Social Services and Climate Resilience' project, funded by the Pakistan Poverty Alleviation Fund (PPAF),. The project aims to restore basic social services, enhance climate resilience, improve food security through climate-resilient livelihoods, and build local capacity for climate-resilient planning. It targets 21 villages across UC Bijora and UC Garrho in District Thatta, benefiting 50,000 community members.

2. Objective:

The primary objective of the CBDRM training is to enhance community resilience by providing practical skills and knowledge to mitigate disaster risks, respond efficiently, and recover sustainably. The specific objectives include:

  • Build awareness about local hazards, vulnerabilities, and capacities.
  • Strengthen the role of CIs and LAs in disaster risk management (DRM).
  • Promote community-led risk reduction strategies.
  • Enhance preparedness, early warning, and emergency response capacities.
  • Foster collaboration between communities, CIs, and LAs.
  • Empower community members to lead and sustain disaster risk reduction efforts.

3. Target Audience:

  • Community members (men, women, youth)
  • Community Institutions (e.g., village committees, women’s groups)
  • Local Authorities (e.g., Union Council representatives, disaster management officials)
  • Councillors and Communities — Total targeted in each session: 20 persons

4. Scope of Work: The training sessions will cover the following key topics:

  • Understanding disaster risk: hazards, vulnerabilities, and capacities
  • Community risk assessment and mapping
  • Disaster preparedness and early warning systems
  • Safe evacuation planning and emergency response
  • Basic first aid and psycho-social support
  • Gender-sensitive approaches in disaster response
  • Climate change impacts and adaptation strategies
  • Role of CIs and LAs in DRM
  • Development of community-level disaster management plans
  • Post-disaster recovery planning and livelihood restoration strategies

5. Training Targets

  • Total Events: 10 events in total (8 community-based workshops, 2 workshops with local elected representatives) each  workshop two days
  • Targeted UCs: UC Bijora and UC Garrho
  • Duration: 2 days per event

6. Deliverables:

  • Training module/curriculum tailored to the local context
  • Pre- and post-training assessments and analysis
  • Community disaster risk maps
  • Draft community disaster management plans
  • Detailed training report, including participant data, key learning outcomes, and recommendations
  • Success stories and best practices documented

7. Trainer Requirements:

  • Proven experience in conducting community-based disaster risk management training
  • Strong knowledge of local hazards and vulnerabilities
  • Skills in participatory facilitation and adult learning methodologies
  • Experience working with diverse community groups, CIs, and LAs
  • Ability to integrate gender, inclusion, and climate resilience perspectives
  • Fluency in Sindhi language is essential for lead and co-trainers

8. Timeframe:

  • Total Duration: 2 months (covering all events across Targets UCs)
  • Each event to be conducted within a 2-day schedule

9. Budget: The budget should cover:

  • Trainer fees
  • Reporting costs

10. Monitoring and Evaluation:

  • Pre- and post-assessment to measure knowledge gain
  • Observation and feedback from participants
  • Trainer evaluation form
  • Final report with recommendations for future capacity-building initiatives
  • Periodic check-ins with communities to assess long-term knowledge retention

11. Coordination and Reporting:

  • The trainers will coordinate closely with the project management team and local representatives to ensure smooth implementation. A detailed training report will be submitted within one week after each event.

12. Ethical Considerations:

  • Ensure safety, dignity, and inclusion of all participants
  • Respect local culture, traditions, and languages
  • Promote gender equality and the participation of marginalized groups
  • Ensure informed consent for data collection and photos

13. Request for Proposal (RFP):

Interested trainers or training organizations are invited to submit their proposals, including:

  • Detailed proposal with methodology and work plan
  • Trainer profiles highlighting relevant experience
  • Budget breakdown, including training fees, travel, accommodation, and reporting costs
  • References from previous similar assignments
