Terms of Reference (TOR) for  Enumerators 

Background

The Akhter Hameed Khan Foundation (AHKF), in collaboration with the National Commission for Human Development (NCHD) has been implementing an adult literacy program (Taleem-e-Balighan) targeting women with limited or no prior education. Baseline interviews were conducted at program initiation to assess participants' education level, home life, autonomy, family dynamics, and social integration. The program is now approaching its conclusion, necessitating endline interviews to evaluate program impact.

Position Summary

We seek to recruit two (2) qualified female enumerators to conduct in-depth qualitative interviews with program participants for the endline assessment. The enumerators will be responsible for collecting clear and concise interview data that will help measure changes following program completion.

Key Responsibilities

  • Attend a mandatory one-day training session prior to beginning fieldwork
  • Conduct semi-structured, face-to-face interviews with female program participants in their local language (Urdu/Punjabi)
  • Explain the purpose of the survey or research project to respondents and ensure their understanding and cooperation.
  • Collect accurate and complete data according to established protocols and guidelines
  • Use electronic devices or paper forms to record responses and data collected during interviews
  • Maintain confidentiality and respect respondents’ privacy throughout the data collection process.
  • Address any questions or concerns raised by respondents and provide clarification as needed.
  • Adhere to project timelines and deadlines for completing assigned tasks.
  • Follow specific instructions provided by project supervisors or managers regarding survey administration and data collection procedures.
  • Keep accurate records of complete interviews, including tracking progress and documenting any issues encountered.
  • Collaborate with team members and supervisors to troubleshoot problems and ensure data quality.
  • Perform other duties as assigned by project coordinators or managers.

Requirements

  • Ability to speak Urdu/Punjabi
  • Previous experience: at least 2 years as an enumerator or in a similar role preferred but not required.
  • Strong communication and interpersonal skills, with the ability to engage effectively with diverse populations.
  • Excellent active listening skills and the ability to follow instructions accurately.
  • Comfortable with using electronic devices (Mobile/Tablets) or technology for data collection purposes.
  • Detail-oriented with a high degree of accuracy in recording and documenting information.
  • Ability to work independently with minimal supervision as well as collaboratively in a team environment.
  • Flexibility to work non-standard hours, including evenings and weekends, as required by project schedules.
  • Reliable transportation to travel to assigned locations within the designated geographic area.
