Background

Developments in Literacy (DIL), a non-profit founded in 1997, educates and empowers underprivileged students, especially girls, by operating student-centered model schools and providing high-quality professional development to teachers and principals across Pakistan. DIL currently operates 197 school campuses, employing over 2,880 teachers and principals, and educates nearly 68,988 students.
DIL believes that no child in Pakistan, regardless of socio-economic status, should be denied access to quality education. Every child should have an equal opportunity to reach their full potential and contribute to the socio-economic betterment of their communities.

Objective of the Assignment

To strengthen teaching and learning quality at the secondary level by:
- Mapping and sequencing curriculum across multiple boards.
- Designing lesson plans and assessments aligned with national standards.
- Integrating digital tools and resources into instruction.
- Supporting effective implementation through review, observations, and orientations.

Key Deliverables

The consultant can be hired for one or more of the following deliverables, depending on the work ethics, quality of materials developed and demonstrated expertise.

Scope of Work

a. Scheme of Work (SOW) Development

  • Map and sequence Student Learning Outcomes (SLOs) for Grades 9–10 across key boards (e.g., Federal, Punjab, Sindh).
  • Develop both basic and detailed SOW manuals with term-wise breakdowns, instructional strategies, weekly pacing, and integration of cross-cutting skills (e.g., 4Cs).
  • Ensure clear links to assessments and instructional planning.
  • Align high-quality open-source videos and supplementary resources with each SLO.

b. Lesson Planning

  • Develop comprehensive lesson plans per SLO including:
  • - SLO references and book references
  • - Learning objectives and activities
  • - Worksheets, home tasks, quizzes, and aligned videos
  • - Unit/project-based assessments and integration of technology
  • Collaborate with DIL teams and field test content through virtual observations.
  • Incorporate feedback to refine and finalize materials.

c. Assessment Development

  • Create mid-term and annual student assessments for each board and subject.
  • Design teacher diagnostic assessments with answer keys and Table of Specifications (ToS).
  • Ensure alignment with paper patterns, national standards, and mapped SLOs.
  • Build assessment item banks and revise based on reviewer feedback.

d. Review and Quality Assurance

  • Review and refine SOWs and lesson plans to ensure consistency, accuracy, and adherence to standards.
  • Evaluate inductive learning integration, instructional strategies, and curriculum alignment.
  • Provide actionable feedback to improve document quality and alignment.

e. Implementation Support

  • Conduct virtual/in-person classroom observations to monitor use of SOWs, lesson plans, and assessments.
  • Submit concise observation reports summarizing findings and recommendations.
  • Facilitate orientation sessions (virtual or face-to-face) for teachers and academic staff to guide effective implementation.
  • Share post-session feedback and follow-up plans.

 

A detailed Terms of Reference (ToR) document will be provided at the time of hiring.

 

Duration and Timeline

Estimated Duration: 6–12 months (determined by deliverable)
Start Date: Mid June 2025


A work plan with timelines and milestones will be agreed upon at the start of the consultancy.

Reporting and Supervision

The consultant will report to the Secondary Content Lead and collaborate closely with DIL’s Curriculum, Program, and Training teams. Coordination with US- and Pakistan-based teams will be required through scheduled meetings.

Required Qualifications and Experience

  • Master’s degree in Education, Curriculum Studies, or a related field.
  • 3+ years teaching experience, preferably at the secondary level.
  • Proven experience in curriculum development, lesson planning, and assessment design.
  • Familiarity with Pakistan’s national curriculum and board standards.
  • Strong research, instructional design, and digital integration skills.
  • Excellent English writing and Urdu translation abilities.
  • Proficiency in Microsoft Office, Google Suite, Zoom, Teams, and other digital tools.
  • Ability to work independently and meet tight deadlines.
