Background

Legal Aid Society seeks an experienced Legal Consultant to lead the legal services component of a province-wide Grievance Redressal Mechanism (GRM) for persons with disabilities. The Consultant will oversee grievance resolution, legal advice, referrals, administrative facilitation, litigation and strategic legal interventions, while coordinating with relevant government counterparts and institutions.

A key responsibility is to support the implementation of the Sindh Empowerment of Persons with Disabilities Act, 2018, ensuring persons with disabilities can access and exercise their legal rights, protections and remedies.

The Consultant will report to the Litigation Manager and coordinate with relevant LAS teams and government counterparts. All case records, legal documents and reporting must be maintained in LAS’s case-management system, with appropriate confidentiality and safeguarding. Case information must be handled securely and used only for authorised assignment purposes.

 

Objectives of the Assignment

Lead the legal services component of the GRM, facilitate practical enforcement of disability rights, resolve grievances through appropriate legal and administrative pathways, and identify systemic issues requiring strategic litigation or policy intervention.

Scope of Work and Expected Deliverables

  • Legal Workplan and GRM Delivery: Prepare an annual legal workplan within four weeks of joining, followed by monthly workplans. Lead case progression from intake and assessment through advice, referral, administrative action, representation or closure, and address delayed matters.
  • Implementation of Disability Rights Law: Apply the Sindh Empowerment of Persons with Disabilities Act, 2018 and other relevant laws to individual grievances and systemic issues, including employment quotas, discrimination, reasonable accommodation, education, healthcare, accessibility, documentation, social protection and denial of rights.
  • Legal and Referral SOPs: Develop legal policies, SOPs and standards within six weeks covering eligibility, intake, assessment, referrals, escalation, representation, accessibility, reasonable accommodation, safeguarding, confidentiality and case closure. Establish criteria for administrative resolution versus formal legal intervention.
  • Government Coordination: Serve as the principal legal focal person for government officials and relevant institutions. Follow up on cases requiring administrative action and support case reviews and legal interpretation.
  • Legal Advice and Administrative Facilitation: Provide timely legal advice, maintain referral networks, prepare complaints, applications, representations, legal notices and related documents, and follow up on referred cases until an outcome is reached.
  • Litigation and Strategic Cases: Handle significant litigation, supervise GRM litigation, review legal pleadings and opinions, and identify cases suitable for strategic or public interest litigation.
  • Legal Team Management and Capacity Building: Supervise GRM lawyers, allocate cases, conduct case reviews, maintain legal quality and implement capacity-building on disability legislation, employment rights, constitutional and administrative remedies, accessibility and strategic litigation.

Required Qualifications and Experience

  • LLB from a recognised university.
  • Enrolment as an Advocate of the High Court.
  • 3–5 years of relevant legal and litigation experience, including experience leading or supervising lawyers or legal work.
  • Demonstrated experience in labour and employment law, including employment rights and discrimination.
  • Strong knowledge of disability rights and the Sindh Empowerment of Persons with Disabilities Act, 2018.
  • Experience in constitutional, public interest or strategic litigation.
  • Experience in grievance redressal, legal aid, administrative matters or rights-based casework.
  • Proven experience coordinating with government officials and public institutions.
  • Excellent legal drafting, case analysis and advocacy skills.
  • Strong written and spoken English and Urdu. Sindhi is an advantage.
  • Experience working with persons with disabilities or disability rights programmes is preferred.
  • LLM in a relevant field or Bar-at-Law is preferred.

  • Quarterly Reporting Inputs: Updates for the relevant government counterpart, including emerging legal issues and implementation gaps.
